It is the cheapest legal ADU to create because the structure, the roof and the municipal services are already there. It is also the form where the gap between "finished basement" and "legal secondary suite" costs owners the most money, because the two look identical and only one of them can be rented, insured and declared.
Four requirements separate a legal suite from a finished basement, and all four are Ontario Building Code items rather than matters of taste. Minimum ceiling height. A compliant egress window or second exit from each sleeping room. Fire separation between the suite and the main dwelling, with the required rating between units. And an independent means of egress - a separate entrance that does not pass through the upper dwelling. Interconnected smoke alarms and carbon monoxide detection are required throughout. A basement finished without these is not a dwelling unit; it is storage with a couch in it.
The owners who build them are typically funding a mortgage with rental income, or housing a family member who wants independence without a separate building. Because basement suite work is renovation-class rather than new-home construction, HCRA builder registration and Tarion warranty enrolment generally do not apply - but the classification should be confirmed per project, not assumed.
